In our office environment, we have a file server, where CSRs access shared forms to fill out while on client calls. For obvious reasons they do not have write access to the server (to prevent them from deleting or modifying the template/master document).
So when they open the file, it opens read-only. Traditionally under MS Office, while in read-only mode, they could modify it and then choose "Send as Email" and sent to the appropriate department for processing.
In Open Office, you are forced to save the document to their C: drive in order to modify it. CSRs have no need (or want) to save every document they send. It's a waste of time (an extra step to save as and rename and space on their PC). It just needs to be completed and sent (plus there is an email record anyway).
This is how many high volume, enterprises are set up to handle shared documents/templates. It may not make 'sense' in the individual user at home's life but it does in large enterprise environment.
