It depends on Windows version you use. If you are using English version of Windows with every language varinat of OOo, these labels will be always in English. If you will be using eg. French version on Czech Windows 2K/XP, it will be in Czech (even in French version of OOo). As an evidence I'm attaching screenshots. All done on Windows XP SP2 Czech. First is from Finnish version, second one is from German version. You can see the labels - always in Czech (because of Czech Win XP).
