Here is my rationale for agreeing with this FRE: (I was going to request this
but I searched first).

1. I create a document and I set and insert cross references. While editing the
document in OOo, I click on references, which focuses the cursor to the
referenced item.

2. I also create a TOC, which contains links to the headings.

3. I export the document as a PDF file. The cross references are still in-place
and functional. This includes the TOC, and my inserted references.

4. I export the document as an HTML file. The references in the TOC do indeed
export correctly as valid HTML. The inserted references such as references to
tables do NOT export correctly.

This is NOT a bug, this is an RFE. I must investigate to see if I can explicitly
insert cross references in such a way that they will export into the HTML file.
If so, I can probably write a macro that will convert a document into a form
that will export as desired.
