The stacktrace looks like an exception not caught in the configuration
management; the symptoms (first start wizard popping up always) also point in
the same direction: the configuration does not seem to have a proper user
configuration. If SAL_ENABLE_FILE_LOCKING seems to influence then the problem
mos probably is a not running locking server on the NFS server or the lock
service not running on the client.

Please make sure that on the server side the lock daemon is running and on the
client side (SuSE 9.1) that /etc/init.d/portmap and /etc/init.d/nfslock are
started; that should start the client side lock daemon for NFS as well. As far
as i know earlier SuSE versions mistakenly started the lock daemon only when
serving NFS, not as pure NFS client.

Just my 2 cents.
