The number is not underlined due to the changes in issue 18463 done for OO 2.0.
You can workaround this by assigning a character style in the numbering dialog.
MRU->FME: "old" documents should keep their layout at all, so we need a kind of
internal flag which tells Writer to work with "old" formatting rules here.
Please evaluate the effort of this, so that we can once decide if this is worth
the effort. Thanks!
