The quick method to introduce equation numbering does not look like it would be
"the nice way" - why i figure numbering not treated like a caption.
If OOo would implement captions that can be placed on top, right, bottom or left
the problem could be easily resolved by automatic or manual "captioning" of
formulae.
Using a table (as it is done by the fn + <F3> rather seems to be a workaround.
On the other hand the caption framing is somehow messy to. So my suggestion is
the following:
1) Captions should be frames with a table inside, where the content is placed in
a separate cell like the caption is.
2) rightclicking the captions frame should trigger a "format caption" menu with
an option to change the position, to fix it relative to the surrounding
page/frame or to remove the caption at all.
3) A caption style would help to keep this settings constant all over the 
document.
