Yes, CTL is enabled. I have also set Hebrew as the language for CTL text in the
"Standard" paragraph format.

I don't know, though, what is meant by the "document language". How do I set
that? (Keep in mind that I was going to mix different languages in one document,
so setting a language that applies to a whole document might not be the right
thing.)

Two further observations:

- Export to PDF results in the same phenomenon: missing vowel on the last
consonant before switching to LTR mode.

- Inserting a non-breaking space instead of a normal space helps: The vowel
stays on. (This is better, although aesthetically unpleasing - non-breaking
spaces do not expand in justified text, for example.)
