The UNO bootstrap variables are defined to be an URI where a PATH is required.
Relative paths work sometimes by accident but it is not guaranteed. The reason
for using URI's was that we want a well defined notation for these variables and
URI's are platform independent. It was often to confusing in the past where we
had allowed both notations. Sorry but this won't be fixed. If you need to
specify these variables you have to put your own code/macro or whatever around
it to convert your system path into an URI.
