We do not need a new config item. We can just "finalize" the existing item
“Office.Common/Misc/UseSysemFileDialog" (by modifying the repective xcu file).
The only thing left to do for this task is that the General-Tabpage code must be
changed to check whether the item is finalized. If so, the respective controls
must be removed from the page.
