Whether that issue should be fixed for OOo 2.0 should be decided by the release team. Moreover I am still not sure what needs to be done. The correct UI language should be preconfigured through the ForceDefaultLanguage mechanism we provided. As I said, the default CTL locale should automatically configure itself to match the UI locale (from looking at the code). If that doesn't work it needs to be investigated why it doesn't work and how to fix it. I am not an expert on the language/locale setup of OOo. If the fix is identified and involves installing more preconfigured settings, I can work with IS to implement this.
