By default decimal separator in Russian localizaion is ",".
When importing data created by other software decimal part is often separated
by
the dot (".") and don't recognized by spreadsheet as a float.
Mi.....ft Ex..l has an option for decimal separator (locale default/custom).
In my very humble OO required it too.
