I was able to duplicate the error (without using Jeff's slideshow) using OOo
1.9.125 on WindowsXP and Windows 2000. The .pps file will open when pressing
create, but the following error message appears after selecting the .pps file
from the list:

"Error loading template: Incorrect format. The file cannot be used as template."

Here are my steps:
1. Create a new presentation.
2. Save as MS Power point, but uncheck "automatic file name extension". Name it
test.pps.
3. Close Impress.
4. Open Impress and arrive at the "Presentation Wizard".
5. Select "Open existing presentation".
6. Select test.pps from the list. An error message should pop up.
7. If you press the create button, Impress will properly open the presentation.
