Hi, you're using non-standard mount paths, instead of /cygdrive/c/...
you have
psdk=/c/DevTo
Unfortunately there is /cygdrive/ hardcoded in several places, I admit this
is a bug, but I'm not going to fix it soon.
I recommend remounting to /cygdrive/.
Second, when providing paths to configure never give the trailing slash. I don't
know if this is a bug or a feature. ;)
