I found a minor issue today while working our beta testers.  This issue is worse
on a multi-user system because people don't know why this happens.

When you log into OOo it grabs all of the printers in psprint.conf and merges
them with printers it finds in CUPS and builds a list of all printers. Which is
perfect.  However, if you make a change (add a printer in this case) to
psprint.conf the already running users properly detect the change to the file
and reload it into their printer choices -- but it doesn't then get the CUPS
printers as well.  So all of their CUPS printers drop off their printer
selection list until they close OOo and reopen.

The code that looks for a change of this file needs to get the CUPS printer when
it refreshes them.
