On a hunch, I went back into OOWriter and played with it for a bit, and guess what? I found the functionality that I was looking for all along. Turns out that if you hold down the Shift key (on Linux, anyways) when resizing the picture with the drag handles you get the 'maintain aspect ratio' behavior that I had expected to find by checking the 'Keep Ratio' checkbox. The design choices for the UI in the dialog are unfortunate and counter-intuitive, IMO. The functionality controlled by the current 'Keep Ratio' checkbox is similar to that in the 'scale image' dialog of gimp, but gimp uses the ubiquitous 'chain' button UI mechanism.
