Reason for this change: The opening of the port after OOo is already
up, didn't work in the past reliable.
The UNO functions are nowadays always used, so the port needs to be
opened - easiest way is on startup of OOo.
Which is done now in
qa/qatesttool/global/system/inc/master.inc::sStartUpOffice
