To make our ToolTip/QuickHelp more convenient and adapt to similar
solutions in other applications, the ToolTip delay was changed thus a
second tooltip appears immediately.
Meaning: e.g. hover mouse over a toolbar icon until the tip appears.
go to another icon. Before the change there was a short (or not so
short if you happened to cross a separator) delay until the new tool
tip appeared. This now has changed to effective immediate appearance
of the new tool tip. This behaviour is effective until a tool tip
timed out and vanished AND the same delay has passed as to make the
tool tip appear in the first place.
