Allow anti-aliasing of drawing objects ('Round Circles')

This long awaited task will now be part of DEV300 m39. This task
needed a long preparation due to deep and massive changes in the
DrawingLayer and Model architecture of the whole office (CWSes aw024,
aw033). The high number of votes shows the relevance for this task
(thanks to all people voting for it and discussing it).

All DrawingLayer based Graphical Objects will use AntiAliasing in
EditMode. This will work in all Applications which use DrawingLayer
Objects. This will work on all supported Systems and will be the default.

There is an Option in Tools/Options/View to disable this feature, also
it is possible to switch it off in the configuration. For Details how
to do this, please see the specification.

Caveats:
- on WIN2000, requirements now raise from SP2 to SP4 due to GDI+
usage. It is also possible, to install it Yourself, if not yet on SP4.
- On Unixes, a working X11 'RENDER' extension is required.
- The AntiAliasing is for Edit Mode, not for the Presentation (this is
another task).
