I made some LICENSE and NOTICE cleanup changes [1], and created an ASF Release Guidelines document [2] based on feedback on the [VOTE] [3] and [DISCUSS] [4] threads.
Please review the changes and the guideline doc, and respond with any comments, concerns, or suggestions.
