**As a user I should be able to view reviews/ratings pages for a project even
if the project has zero ratings.**
Right now we have a test that consistently fails with a ZeroDivisionError on
fresh sandboxes. Fix the code to better handle projects with zero ratings. Note
that this may also be a bug in production; not sure right now. If it is, I
suspect it is in the error log report.
