By default, the folder is displaid and sorted by arrival date. Fine.
When pressing $ and choosing F or S, nothing happens.

What version of Alpine are you using?

I have latest version, 2.26, and for me the sequences "$F" and "$S",
respectively, resorts the email messages in the folder. I have not,
however, tested if the sorting stays that way after restart.

That sorts the display of the messages, but not the actual messages on the remote server. But if you then copy those messages to another folder (and back if needed) they will then be sorted by the new criteria as their 'arrivial' order.
