All are in the time domain, with maybe an exception or 2. And MP3 is not 
one of them. Even stuff that people think is frequency domain, is time 
domain too. MP3 is packets in linear time, each in the frequency domain.

No one I know would take a whole CD and fourier transform it at once to 
mangle it. Thus, then the question becomes: how long is a block? Too 
long and the latency goes up. Too short and low frequencies get 
expressed as DC components in each block...
