I think you meant input didn't you?
Anyway a card that has digitial input and output, but does not handle
MP3/ogg on board (why not use the attached computer to decode those) is
the M-Audio Transit. It is very simply, but has both digital input and
output. HOwever its support in Linux is still a bit ropey-- it now works
(as of last night-- I have been trying to debug the thing) but via a bit
of kludge. It is less than $100
