Use "-D plughw:0,0" -- that will take care of the sample rate conversions.

You shouldn't really need a ~/.asoundrc at all -- sound should work perfectly well without it. Note that Fedora 13 has pulseaudio integrated pretty well and unless you have some specific reason not to use pulseaudio you probably want to leave it alone. (A specific reason would be something other than "I've heard it's not very good" :-))
