Yes. The addendum and the links given in the addendum seem to describe the issue exactly. I do have a 2.0 USB hub which might be contributing to some odd behavior. Regardless, now that I know that about USB 1.0/2.0 reset problem, I am paying attention to the order of plugging USB things together. I now have reproducible set of steps to cause the Xonar U7 card to list either sample rate. Maybe later when I get more time, I can crack open the case and see if the problematic reset chip is also present in my device.
