It's been a while, but I thought I'd report on my findings. I added some
more aluminum tape to the shielding on the camera and that seemed to bring
the GPS lock times back in line with when the camera was off (3-8 minutes).
I wasn't able to do any open field testing so I can't confirm if that will
help or not.

I'm going to try Ryan and David's method to get the TM to GPS lock with the
nose sticking out of the tower, then carefully lower it into the tower. I'm
assuming that it will probably lose lock again once I lower it.

Is it safe to launch the TM if it loses GPS lock after I lower it into the
tower? It will be under chute for ~15 minutes, so I'm sure it will have
time to reacquire lock between the time it's launched and the time it hits
the ground again.
