If I understood your question correctly, yes.

In (very) general terms, it gathers estimates for a full dump, the
same level as last time and (sometimes) the next level.  Then it uses
several guidelines (time since last full dump, dump strategy, amadmin
requests to force full or bump, etc) to pick an initial plan of attack.
That is compared to the tape size and adjusted back if needed, possibly
by doing an incremental instead of a full dump, or a higher level backup.
Or some full dumps may be promoted if there is room and (looking ahead)
it appears it would be better to do it today than later.

At least, that's the theory :-).

The papers on the ftp site and a read through the planner source code
(don't get buried in the detail, just get the general flow) may be time
well spent.
