Back to what Bernhard brought up -- how would Amanda know nothing had
changed?  Amanda knows **nothing** about the format of the images it is
saving for you.  So how would it know an image is "empty"?

Amanda's point in life is to manage backup images.  It very deliberately
stays out of what those images look like.  When DUMPER-API comes on
line, those images could contain raw disk images or random bits for all
Amanda will care.  The only thing Amanda has to do is give you back what
was saved.
