That's perfectly normal.  It (usually) takes physical movement (as in,
inserting the tape in the drive) to get the drive to go through its
load cycle.

What changer software are you using?  If you have software that lets
you move a tape from one slot to another (e.g. mtx), you could tell it
to move the tape drive to the tape drive (e.g. move slot 1 to slot 1).
On my robot that causes the gripper to grab the tape, pull it out of
the drive, then put it back in which causes the drive to reload it.
