That's correct.  If there is no tape, Amanda will write backups into
the holding disk.

It will only write incrementals unless you change the "reserve" paramenter
in amanda.conf (e.g. set it to zero).

However ...

The above has nothing to do with not writing into the holding disk.
This says Amanda thinks there is another amdump/amflush still running.
If this is true, you cannot run amcheck (or amdump/amflush) until the
first one finishes.

If it's not true, it even tells you what to do -- run amcleanup.

At one point in the distant past, amcleanup failed to do its job in
one set of circumstances.  If you run it and amcheck continues to think
amdump/amflush are still running, let me know and I'll get you a better
version of amcleanup.
