I'm sure there are some tricky ways around it (such as NFS mounting the client on the server, or using dd/tar/restore directly to read the tape and pipe it to rsh on the client), but it wasn't made that way. You could restore to the Amanda server and then rsync/scp the data back to the client, but why? If you are just trying to avoid physically going to the client, just ssh to it and run amrecover remotely.
