I think it is not allowed.

Does cygwin have a command "link" or maybe "lndir".  Not the normal "ln".
If it is the same as the one on Solaris and HP-UX it can make links to
directories.  However, for consistancy the two links should be in the
same directory.  You could then do a
	link '/c/Documents and Settings' /c/DocsAndSettings

and backup the new name.

   ln -s  '/cygdrive/c/Documents and Settings' /cygdrive/c/DocsAndSettings

did the trick. Recovery works fine as well. Now all I have to do is 
figure out some permission problems with some NTUSER.DAT and related 
files, and I'll be all set.
