I'm not sure why it started working, but I think the problem had to do with xinetd, not amanda at all. When emerge built amanda, it put a "from-only localhost" in /etc/xinet.c/amanda. I changed that to the fqdn of the server, and it started working. Unfortunately, I changed a few other things too, so I can't say for sure. I need to futz a little more to try to understand what happened...
