Note that the braces syntax REQUIRES that "a line break must follow the left curly bracket" (from the amanda manpage) That means you never can put it on one line, as your example suggests.

Put the dumptype inside the brackets.

The filenames after exclude are relative to the toplevel
directory, and thus start with "./".

That results in this DLE:

servername /var {
        root-tar
        exclude "./holding"
        }
