Traditionally amanda would never automatically label tapes.
It is a one-time administrator task.

ISTR that recent amanda versions have a directive to
automatically label unlabelled tapes.  It was intended for
some vtape installations and some specialty situations.
It is NOT on by default.

I'd recommend against using autolabeling unless very clear
of the implications.
