It makes sense to me.

Think about it. With a brand new backup configuration, it has to run full 
backups of everything, because nothing yet has a full backup to reference. 
Second run, it could, in principle, sit back and rest, and run incremental 
backups on everything, since it has fresh full backups. But how long should it 
put its feet up before starting to include some full backups? The longer it 
puts it off, the more of them are going to pile up at the end of the dumpcycle. 
So, why not get started right away and begin smoothing things out? That's what 
Amanda's planner is all about.
