Ok, for a start, it appears to me you may be loading *two* copies of
all this long list of rules, as I see essentially the same rules all
appear in the subdirectory (I can't remember if SpamAssassin also scans
subdirectories, but I think it may.) Second, it looks like you are
loading 4 9.5MB blacklist files, and 4 2.7MB blacklist files, so a
little simple math shows that would add up to around 48MB *before*
compiling the regexes. I think that may account for your process
sizes.
I suspect you are only intended to run one of these at a time.

It sounds like those blacklist and blacklist-uri files may be
equivalent.

What do you mean by "backed up list"? Did you leave the files there?
If they are in the directory and end in ".cf", they will be loaded.
