I never did reboot the server, however this suggestion helped me find
the problem.

/var/amavis/tmp had the permissions set to 700.  Once I set them to
750, everything started working normally again.

It looks like this got screwed up when I switched /var/amavis/tmp to
tempfs.  I've changed the mode setting in /etc/fstab now, so hopefully
that will take care of it for good.
