amavisd.conf-sample is where I look for examples, but you are right,
this setting is not 'exactly' in the sample. The only mention is
@banned_admin_maps which by default would contain the $banned_admin
(provided @banned_admin_maps is not directly assigned a value).

amavisd.conf-default mentions:
# @virus_admin_maps     = (\%virus_admin, \$virus_admin);
# $banned_admin     = [EMAIL PROTECTED];  # for compatibility with pre-2.2.1
# $bad_header_admin = [EMAIL PROTECTED];  # for compatibility with pre-2.2.1

but in practice, I have found this does not actually work.
Mark, did you notice this post regarding a problem with
$banned_admin getting a value from [EMAIL PROTECTED]

I think the solution is to document $banned_admin and
$bad_header_admin as values that do not get their value
from $virus_admin.
