Forgive me for over-complicating this, but this statement is not
exactly accurate either.

If changes are later made directly to @bypass_virus_checks_maps or
@bypass_spam_checks_maps then the defaults will be overridden.

If these @bypass maps are set to their default values
and changes are made at any point in the config files to:
%bypass_virus_checks, @bypass_virus_checks_acl, $bypass_virus_checks_re
%bypass_spam_checks, @bypass_spam_checks_acl,  or $bypass_spam_checks_re
then the values of the corresponding @bypass maps will be altered.
