To control encoding on Subject, From: To: fields and body text in notifications generated by amavisd-new, use settings $bdy_encoding, $hdr_encoding, $hdr_encoding_qb (see amavisd.conf-sample). For forwarded mail, amavisd-new does not change encodings. It can check for invalid non-encoded 8-bit characters in headers if you configure it to, and can block such mail or just let it pass and send a warning notification to the sender.
