It is an informational message, and reminds you of a deficiency of a milter concept: it is only possible to modify mail header for all recipients of a message, it is not possible to have individualized header edits for recipients of the same message. The situation can arise for example when some recipients are local and some are not, or when score_sender boost or pen-pals boost differs between recipients; or when some but not all recipient want Subject edited (inserting **SPAM**); or when tag2 levels between recipients differ and a message is spam to some, and non-spam to others.
