Should really check with your operating system mailing lists.  This is an OS
question, not specific to amavisd-new.

Not exactly what you are saying, if amavisd-new is using too much cpu, then
maybe you need more ram (stop swapping), maybe less amavisd- servers, maybe
drop the dns rbl rules, maybe us a local caching server.. Maybe do something
else, but just dropping amavisd priority could get you into deadlock
conditions if you don't know what you are doing.
