I would look and see who owns /etc, /etc/amavis and /etc/amavis/conf.d
and also see what the permissions are on the files under
/etc/amavis/conf.d. Should be owned by root. Show us:

ls -ld /etc
ls -ld /etc/amavis
ls -ld /etc/amavis.conf.d
ls -l /etc/amavis/conf.d
