Right, so it's not a solution per se. But atleast the messages aren't dropped without anyone knowing (that's what you said). If you want to use SA, there is no other solution than fixing/removing rules that are not appropriate for your users. If you have FPs on Outlook rules, you should report it to SA bugzilla.
