yes, it is because
#1, you set your required score to 3. recommended score is 5. if you
had set it to 5, you would not have this problem
#2, your local_networks/trusted networks is wrong. it his RCVD_IN_PBL rule.
since you neglected to include any header information at all, #2 is just
a guess.
concentrate on #2, google, see FAQ's on amavisd and SA web sites.
