Amavis only filtering disallowed files for outgoing messages

Hi all,

I have Amavis-new 2.10.1 integrated with Postfix. Message headers show 
the email being scanned by Amavis for both incoming and outgoing 
messages, but the banned file type check only works for outgoing 
messages.

Does someone know what is happening? Feel free to ask questions about 
the config.
