Workflow for agent to persist metadata about installed packages and report back
to controller:
# Fresh installed agent check local disk for meta data, found none, send empty
list.
# Controller response with a list of actions with associated blueprint and
revision.
# Agent store the blueprint and revision on local disk.
# Agent report back the cache copy of blueprint and revision on every
heartbeat.
