Delete cluster chose to return success if cluster does not exist. I am not sure
if it should return error.
Delete cluster API, changes the goal state to ATTIC and mark cluster to be
deleted after it transition to ATTIC. So you will see the cluster in the list
until it is operated to bring to ATTIC state and deleted by Ambari controller.
