Owen O'Malley resolved AMBARI-146.

Resolution: Fixed
I fixed this by:
1. Deleting any old directory in create_structure.
2. Removing the integer conversion that was broken in writeFile.
"int(file_info['permission'], 8)"
3. Removing absolute pathnames as a special case.
4. Using path.join instead of chdir.
